What exactly dyou mean by motion blur? I think I know what you mean, have you tried looking under VIDEO filters and under the BLUR ones?

Hey there.

You dont need any extra plugins. There a a few different blur effect that come with it. Check the video effects stack.

mini DV doesn't record motion blur correctly. It basically creates a strobe effect.
I need a plugin that enhances the motion blur on a pixel by pixel basis.
The blur filters in Premiere aren't what I'm looking for, they just blur the whole image insted of just the movement.
I'm looking for a plugin like this:
